An early modern building of the 30s in Basel's city centre, is to be refurbished for Basel City Council to accomodate their central computer science department.
OAPs competition entry suggests a clear tripartite division of the building. From Ground Floor to 5th floor the supporting structure, staircase and steel skeleton, as well as the facade with its emphasizing horizontal line of balconies remain original. The newly built rooftop is a transparent structure for additional office space and in the basement OAP creates safe spaces for the data centre by providing a new, 2-storey high-cube under the existing building as the new heart of the central computer science department.

OAP schafft sichere Räumlichkeiten für das Rechenzentrum mit seiner dazugehörenden Technik, indem ein neuer, 2-geschossiger Hightech-Kubus unter dem bestehenden Gebäude errichtet wird und das Herz der Zentralen Informatik-Dienststelle darstellt.

Through the innovative use of the facade, the architects make a collage-like, pragmatic integration of the characteristic existing building with new building parts. A simple glass layer is hung between the balconies for essential acoustic and energy benefits. Now normal office operations and meetings are possible even with the windows open, thanks to the balcony glazing on the busy street side. The ventilation of the glass layer is carried out alternately on each floor, so that no "thermal short circuit" may result. To preserve the facade, the building is insulated on the inside. By setting priorities of functionality, safety and operations, as well as the corresponding measures the desired profitability is clearly achieved.

Durch das Setzen von Prioritäten von Funktionalität, Sicherheit und Betrieb, sowie den entsprechenden Massnahmen wird die angestrebte Wirtschaftlichkeit klar erreicht. Dem Aufwand für die sichere, kompromisslose und dem heutigen Stand der Technik in jeder Hinsicht entsprechende Unterbringung des Rechenzentrums in den neuen und erweiterten Untergeschossen, steht der sensible Umgang mit der bestehenden Gebäudesubstanz der Obergeschosse gegenüber. Notwendige Ergänzungen werden vorgenommen, um die benötigten Büroflächen mit der gewünschten hohen Arbeitsplatzqualität auszustatten. Das Beachten der Lifecycle-Costs und eine entsprechend nachhaltige Planung ist für das Team eine selbstverständliche Vorgabe.

The additions made to provide the necessary office space with state of the art technology while still treating the existing building and its characteristic components with respect is one of the maxims of the overall design, while upgrading it energetically and constructively through specific additive measures. Observance of the lifecycle costs and a correspondingly sustainable planning is also an obvious target for the team.
OAP is awarded 3rd place.
